Kremlin reveals potential meeting between Putin, Zelensky
Zelensky has maintained that meaningful negotiations with Moscow can only happen if he personally meets with Putin. In contrast, Russia has insisted that any such summit must follow significant diplomatic progress and a broad agreement on the terms of peace.
A Kremlin spokesperson emphasized that a meeting would only be feasible “after the necessary work on the expert level is done, and sufficient distance is crossed.”
Despite the expiration of his presidential term last year, Zelensky continues to hold office under emergency measures. Ukrainian law prohibits elections during martial law, allowing term extensions for parliament members but not explicitly for the presidency. In normal circumstances, the speaker of parliament would assume the presidency after a term ends.
While Moscow views Zelensky's contested authority as a domestic Ukrainian issue, officials have suggested that any international agreement signed by him could be legally questionable.
Zelensky, for his part, has argued that Putin’s refusal to meet him directly signals a lack of interest in peace. He has called on Ukraine’s allies to increase military assistance and tighten sanctions against Russia in response.
